We called the Willamette University Travel Center once and they were able to arrange a stay for us at the Phoenix Inn and Suites at a rate below anything you could find for them online or on the phone.  (Willamette has some agreements with several hotels to support things like athletic teams visiting and such...)  So you might want to give them a call.
 
Another option I heard is bidding on Priceline for a 3 start hotel in Salem.  The Red Lion is the ONLY 3 star hotel in Salem, so you know exactly where you are bidding for.....
